WELCOME to the Website of Horwich Vision Limited (“Horwich Vision”)
Horwich Vision is a joint venture between two long established and experienced Property Development and Investment Companies – Orbit Developments (part of The Emerson Group) and Bluemantle Group.
Horwich Vision has been formed specifically to promote the regeneration of the Horwich Loco Works and its surrounding areas (approximately 74 hectares of land centred on the Loco Works Site).
The proposed regeneration, which is being carried out in partnership with Bolton Council as an enabling authority, and with the North West Development Agency, is primarily for commercial and residential uses.
The proposed Regeneration Site has been included in the emerging Bolton Council Core Strategy document, which is Bolton’s planning framework document up to 2026, and is expected to provide circa 1600 dwelling units and 15 / 20 hectares of commercial / employment land, together with open space and recreational facilities.

Horwich Vision is pleased to announce the following updates :-
1. May 2010
- A Co-operation Agreement for the Horwich Loco Works site has been entered into between Orbit Developments, Bluemantle and Bolton Council. The Co-operation Agreement paves the way forward for partnership working to facilitate the regeneration of the Loco Works and its surrounding areas, as identified in the Bolton Core Strategy.
- The Core Strategy documents have now been sent by Bolton Council to the Secretary of State who will be holding an Examination in Public later on in the year.
- Horwich Vision is working closely with its public sector partners (Bolton Council and NWDA) towards the timely delivery of this strategic site.
2. July 2010
- A major step forward was taken on the 29th June, when Bolton MBC resolved to use Compulsory Purchase powers, if required, on any landholding within the 74 hectare strategic regeneration site, so as to achieve the comprehensive mixed use development and regeneration being promoted through the Council´s Core strategy. - Preparation is well underway for the evidence base to be used at the forthcoming Examination in Public on the soundness of the proposed Core Strategy, due to take place during September 2010.
3. May 2011
- A further major step forward in the proposed regeneration has been taken in that the draft Bolton Core Strategy documentation was found by the Government Inspector to be sound and was formally adopted by Bolton Council on the 2nd March 2011, paving the way for the proposed mixed use regeneration of the site.
- A proposed Supplementary Planning Document has also been put forward by Bolton Council in connection with this scheme which has been through consultation, and deals with the Core Strategy proposals in more detail.
- Ground Investigation Works have been carried out on the whole site and certain relevant ecological studies have also been undertaken.
- It is anticipated that a Planning Application for the whole site, reflecting the adopted Core Strategy and the Supplementary Planning Document will be submitted to Bolton Council during the last quarter of 2011
